The 50-year-old woman is alleged to have falsified her border declaration to drive from her home in NSW to Brisbane on Tuesday.
The following day, she went to Brisbane Airport and boarded a flight to Townsville.
It is understood her partner met her at Townsville Airport and the couple travelled directly to their campsite at Toomulla, on Townsville's northern beaches.
Police tracked her down on Wednesday night, and placed her into mandatory hotel quarantine for 14 days, which she will be required to pay for out of her own pocket.
She was also issued with a Penalty Infringement Notice for breaching the Queensland Chief Health Officer's Border Direction and was fined $4004.
